Dairyland Power Cooperative (La Crosse Boiling Water Reactor)
(Spent Fuel Fool), Docket No. 50-409 Gentlemen:
This letter is to advise the Licensing Board and the parties in the above-referenced proceeding that Dairyland Power Cooperative (DPC) recently finalized a one time only arrangement with the General Electric Company (GE) to ship not more than 13 LAC 3WR spent fuel assemblies to GE's Morris, Illinois facility for storage pending the completion of this proceeding.
Such shipment and storage is permitted under the terms of DPC's and GE's existing NRC licenses.
The shipment will take olace during the next refueling outage at LAC 34R which is teitatively scheduled for ccmpletion in early May 1979.

MoacAn. LIwus & Secxius Page Two March 8, 1979 This arrangement with GE is an interin measure which will only enable DPC to continue operating LACBWR for approximately another eight months after the completion of the refueling and other maintenance activities scheduled for this outage.
It in no way diminishes the sense of urgency which DPC attaches to the completion of this proceeding since other events on the critical path in this proceeding (e.g.,
issuance of the SER by the NRC Staff) have also slipped to such an extent that DPC is in virtually the same position which it was in when the Prehearing Conference was held on August 17, 1978.
Then, as now, a timely decision in this proceeding approving the expansion of the LACBWR spent fuel pool in accordance with the proposed license amendment is essential in order to maintain DPC's ability to continue to discharge spent fuel from LACBWR, thereby assuring the continued avail-ability of LACBWR to assist DPC in meeting its obligations to supply reliable and economical electric service to its customers.
