The Staff believes that by reviewing VEPCO's proposed testimony on those subjects for which the Staff does not int 2nd to take lead responsi-bility, it can offer whatever comments it deems necescary as ptrt ef its initial testimony submittal, theruoy minimizing the need to file rebuttal t es timo ny.

Based on VEPCO's commitment to deliver draft responses to certain Appeal Board questions to the Staff by March 30, 1979, and on our own best estimates as to the time the Staff needs for preparation of its testimony and for review of VEPCO's draft testimony, the Staff would not be able to complete its response to the Memorandum and Order until April 27, 1979. Accordingly, the Staff requests the Appeal Board to grant a2e Staff a three-week extension of time for filing its testimony until April 27, 1979. Counsel for VEPCO has indicated to the undersigned that it has no objection to the request for extension of time.
