TOPICAL REPORT ON HCDA'S Enclosed are seventy (70) copies of CRBRP-GEFR-00103, "An Analysis of Hypothetical Core Disruptive Events in the Clinch River Breeder Reactor Plant." This report is a major reference to CRBRP-3, Vol.1, "Ener-getics and Structural Margin Beyond the Design Base," which was sub-mitted to you on February 9,1979.

This report provides evaluations that show if HCDA's are assumed to occur, they are expected to be non-energetic. Additionally, conservative evaluations are provided which define a rational envelope for energetic events and specify the mechanical work source for the Structural llargin Beyond the Design Base evaluations.
