This is to forward the application for renewal of License SNM-778, Docket 70-824.
One copy of the application document is enclosed. Additional copies will follow when I receive them from the printer. The environmental report supporting this renewal request will accompany the later submittal.
The renewal fee covering categories IF, 2D, and 3A, as listed in 10 CFR 170.31, is being forwarded to you separately froa The Babcock
& Wilcox Company's corporate offices.
In comparing this application with the previous application, you will find some differences worthy of note.
1.
In Appendix A of the previous application, section 2.5, item A, the enrichment was given as >5%; this has been changed to 220%,
and possession limit has been reduced from 100 kg to 4.9 kg.

Appendix A, section 2.5, item D, has been reduced from 2 kg to 1.9 kg.
3.
In Appendix A of this application, section A.2, a new category H has been added.
4.
Appendix C of the previous submittal has been removed with pertinent information *ncluded in the environmer.tal report.
5.
Appendix E of the previous submittal has been removed with pertinent inforcatlun being transferred to section 4 and the Emergency Plan.
6.
Appendix F presaite the LRC's appreved Decom:aissioning Plan.
7.

I as aware that it is Commission policy to renew material licenses for five-year periods, but I feel that with the imposition of license fees -- which are not unsubstan-tial - and because this license was amended but nine ti=es over the past five years, this request is not unreasonable.
I appreciate your patience with my printer problems but, as I stated earlier, you will have the necessary copies of the required document soon. I anticipate a January 15 delivery date.
