(South Texas Units 1 and 2), NRC Docket No. 50-498A and No. 50-499A Gentlemen:

During December the Public Utilities Board of the City of Brownsville, Texas ("Brownsville") has continued its review of discovery documents already produced by the parties in West Texas Utilities Co., et al. v. Texas Electric Service Co., U.S.

District Court Case No. CA3-76-0633F (N.D. Texas), and being made available for inspection by Houston Lighting & Power Company and Texas Utilities Company. Brownsville anticipates that its review of the Unite- States District Court discovery available both in Dallas and Fort Worth and in Houston will be completed by the middle of January, 1979.

Brownsville has to date received no interrogatories or requests for documents from any parties. Brownsville has -
