This is to inform you, in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your application XUO8412 to export 16,800 kilograms of depleted uranium to Taiwan.

Executive Branch views on your application were received on October 30, 1978.

In view of the urgency expressed by you in numerous conversations with the staff, an analysis was prepared and forwarded to the Commission for approval on November 2.

Additional information with regard to Taiwan's nuclear program was then provided to NRC by the Executive Branch. More recently, developments in US-Taiwan relationships which bear on our cooperative arrangements with Taiwan must now be taken into consideration where this application is concerned.

On behalf of Chairman Hendrie I would like to acknowledge receipt of the November 13 cable from Mr. D. L. Couchman of your organization expressing continued urgency for this license. We sincerely regret the delays which have made it difficult for you to make definite shipping arrangements.
