(" Consolidated Fdison")
transmits herewith three (3) signed originals and forty (40) copies of a document entitled, " Amendment No.1 to Application for Amendment to Operating License," sworn to on January 5,1979. This Amendment revises and supplcments the technical specification changes proposed in Consolidated Edison's Novanber 3,1978 Application. Epocifically, this Amendment modifies Attachnent A of the Novmber 3,1978 Application to include the results of our analytical effort undertaken to establish a minimum pressurizer bubble size and to incorporate new reactor coolant systan heatup and cooldown curves and a new OPS sctpoint limit curve applicable to reactor operation through five (5) effective full power years (EFPY).
A Safety Evaluation of the proposed revisions is presented in Attachment B to this Amendment.
In addition, transmitted herewith are forty-three (43) copies of a document entitled, " Reactor Vessel Material Surveillance Program for Indian Point Unit No. 2 Analysis of Capsule T," dated June 30, 1977.
This document is referenced in Attachnent B of the enclosed January 5, 1979 Amendment and is the supporting document for the develognent of the 5 EFPY heatup and cooldown curves.
Finally, since the enclosed January 5,1979 Amendment is a supplanent to our Novanber 3,1978 Application, for which the appropriate licensing filing fee per 10 CFR 170.22 was paid under protest at that time, no payment of a filing fee is required at this time.
