j Docket No. 50-201 MEMORANDUM FOR:
L. C. Rouse, Acting Chief Fuel Reprocessing and Recycle Branch FROM:
Charles J. Haughney Fuel Reprocessing and Recycle Branch LICENSEE:
Nuclear Fuel Services, Inc. (NFS)
FACILITY:
Western New York Nuclear Service Center West Valley, N.Y.
SUBJECT:
MEETING
SUMMARY
Purpose:
To discuss the progress of NFS efforts to process technical data useful for future decontamination ard decommissioning of the West Valley facility.
Place and Date_: NRC Office of Nuclear Material Safety and Safeguards Silver Spring, Md., November 15, 1978
Participants:
Please see attached list.
Reference Index of NFS Facility Design Data:
Present work involves creating the index for plant area 3, Dissolution and Feed Preparation, and is not yet complete.
It is expected that this area index will be completed by the time of the next meeting.
Report of Decontamination History:
A section of the draft report of decontamination history that discusses the contamination of vessles and piping in the plutonium cycle has been prepared. Arnold Abriss and I discussed the report with NFS personnel, mentioning some portions of the report where clarification would be helpful.
Items discussed include:
1.
Relationship between flushes discussed in the summary section of the report and those discussed in the specific sections or the various process cycles (partition cycle, uranium cycle, etc.) should be explained.

L. C. Rouse DEO., '375 2.
The written description of the flush paths could be enhanced by additions of schematics or piping and instrumentation diagrams showing the flush paths.
Radiation Level Measurements:
NFS provided us with the results of additional cell radiation level readings that were recently taken in the General Purpose Cell (GPC) and the Process Mechanical Cell (PMC). A copy of these readings is attached.
Next meeting:
The next meeting is tentatively scheduled for Tuesday, January 9,1979 at the NRC offices in Silver Spring, Md.

CELL RADIATION READINGS Per NFS' understanding with the NRC Fuel Reprocessing and Recycle Branch, and in support of the task estirratina residual cell contamination, a remote radiation survey was performed on Monday, November 6,1978.
A Technical Associates CP-TP ?!odel 18 ion chamber was connected to a Technical Associates CP-TP IB survey meter by 160 feet of Columbia shielded cable.
The ion chamber was fitted with a loop and suitably reinforced so that it could be positioned by crane hook in specific areas of the cells.
The shielded cable was manually fed and retrieved.
The survey meter was conveniently placed in the operating aisle near the operatives and observers.
The modified survey device was calibrated with our 30 curie Cs-137 sealed source at the 30 R/hr ar' 160 R/hr levels.
The survey device has the capabil-ity of reading up to 5000 R/hr without chamber modifications.
Upon completion of the radiation surveys of the General Purpose tell and Process Mechanical Cell, the intervening cable was cut and discosed as high level waste. The salvaged ion chamber is scheduled for decontamination.
The positioning of the ion chamber within the cells and description of these locations were made by Dr. A. C. Pierce and are listed on the attached sheets.
