OF SEPTEMBER 5, 2019, MEETING WITH TN AMERICAS TO DISCUSS A PROPOSED AMENDMENT TO THE NUHOMS MP197HB TRANSPORTATION PACKAGE Purpose TN Americas LLC (TN) requested the partially-closed meeting to provide to the U.S. Nuclear Regulatory Commission (NRC) staff an overview of upcoming proposed changes to the Model No. NUHOMS MP197HB (MP197HB) spent fuel transportation package.
Background
On September 5, 2019, a partially-closed meeting was held in Rockville, Maryland, at the request of TN with the NRC staff to discuss TNs upcoming proposed changes to the MP197HB transportation package. The list of meeting attendees, including those participating via telephone, is provided as an Enclosure.
The meeting was noticed on August 23, 2019 (see Agencywide Documents Access and Management System [ADAMS] Accession No. ML19235A220). C. Regan 2 Discussion TN is planning to submit an amendment request for the MP197HB package Certificate of Compliance No. 9302, Revision No. 10 to make changes to the package design as a result of an as-built condition. This amendment request is applicable only to the MP197HB.
The MP197HB transportation package is certified to transport spent nuclear fuel, and fabrication was recently completed on the first unit in Japan. The impact limiters were also recently fabricated separately in a facility in France. During testing prior to putting the package into use, it was identified that the impact limiters were not fitting securely onto the end of the package.
TN discovered that impact limiter is not securely fastening to the package because the 12 attachment bolts used to secure it to the package are not fully engaging into the threads of their respective bolt tunnels. The bolt tunnels are a thick-walled tubing that are welded to the shell.
The reason for the bolts not obtaining full engagement in the tunnel appears to be some interference between the bolt and the open end of the tunnel.
NRC staff had various questions regarding the structural and material layout of the impact limiter, associated attachment bolts, and respective bolt tunnels to which TN supplied answers.
TN stated that it plans to submit its application later this month.
