Your letter of April 13 to President Jimmy Carter has been forwarded to me for reply.

I regret that the increase in our work load as a result of the accident has delayed any response to you.

A good way that the youth of America can help with solving the energy problem is by continuing the process of becoming well informed on all aspects of this problem including coal, gas, nuclear and oil supply, alternative energy sources, and America's relationship with energy-producing nations. Discussions in school, listening to reports and discussions in the news media, and reading books and reports which may be available in your public library all help in this direction.

In this manner, as future adults, American youth will be able to assume active und responsible roles in help-ing to solve this nation's energy problem.

Several NRC staff task forces have been organized to identify and evaluate safety concerns, which originated from the Three Mile Island accident, that merit consideration in the licensing actions for presently operating reactors as well as those for which operating licenses and construction permits are pending.

The task forces' reviews have disclosed a number of actions in the areas of design and analysis and plant operations that will be required in the short term to provide substantial additional protection of the public health and safety. All nuclear power plants in operation or under construction will be affected to varying degrees by the specific recommendations. Monetary con-cerns are not considered in arriving at these recommendations or in decisions whether or not to license the construction and operation of a nuclear power plant.

I appreciate your concern and assure you that every effort is being made to ensure the continued protection of the health and safety of the public, not only at the Three Mile Island Nuclear Station, but at all other nuclear power plants as well.
