Dear Mr. Centon:
I feel compelled to express my opinien concerning what I belie /e to be a bad cecision on the part of the Nucle:r flagulatory Comission, namely tre tratcrium on Ccnstruction Permits and Operating Licen5es 'c' Nuclear Power Pl:nts.
At a time when general inflation, as well as -ising oil prices, threatens not only cur cocket:0cies, but our standard of living, tne NRC has made a decision trat will:
(1)
Increase electric bills due tc burning of higher cost fuels, interest charges due tc the deiays in the cc =.ercial operation dates ;f the nuclear plants, and extra costs to equip coal burning plants with pollution control equipment.
(2) Burn oil for generating electricity that could be far better utili:ed in autor.0 biles and ircustry.
(2) Further pollute the enviro = ant through burnir.g of coil and oil, when it is known that air pollution from a c;ct plant is far r?.cre ha:ardcas t5an the so-called "cccicents" at nuclear p.:2r piant:.
As usual, our government is talking ouc of both sides cf its m:utn.
The presidential commission which investigated the Three ile Island incident rejected the idea of a General Moratorium, which the NOC nas now imposcd.
The Presicent has promised to cut the red tepe ir.volved in nuclear licensing, to allcw this clean, inexpensive, efficient fuel to be used; and now ali:ws the mcraterium. Without nuclear pca:er available, utilities must burn ccal or cil, which the EPA says pollutes t.6 6+rosphere.
9 Wnen nuclear p0wer has been pr0ven safe in this country anc througnout Europe, instcad of utilizing nJclear, our government speeds millions of dollars of the taxcayers' mcnEy to develoo elabcrate and ineffe:tive gas rationing plans.

December 11, 1979 Fege 2 As a supplier to the electric utility industry, and a citizen and taxpayer, I suggest that our government get its collective hecd out of tne s3nd, and do tne only ser.sible thing:
r?.C.':0TE nucicar power, therchy
!. clair.c the industry, creating new jobs, allaviating the g:soline shortage, i
rehci..; car dependence cn fcreign :il, elf:'ratir.g th:.;esd for cxpens 've pcilutien contral aqui;::ent, Sr.d last, but r.:t icast, giving the ccnst=r and taxpayer a long awaited ccmon sense decisio.i.
c.aspectfully yours, POWER 57UCTURES DIVISION
