Nuclear Regulatory Commission "a j 1717 H Street, N. W.

,4 Washington, D. C. 20555

Dear Mr. Denton:

I am writing to exprecs my opinion regarding a decision that could have a orofound impact on the nation as a whole. On November 5th, the Nuclear Regulatory Commission decided to step issuing construction permits and operating licenses for nuclear power plants.

As I understand it, this freeze could last anywhere from six months to two years. This will have a direct impact on many of our utility companies as they purchase power from some of those utility plants.

At the present, there are seven nuclear units awaiting the licenses that would allow them to begin commercial operations.

These nuclear f acilities should be helping the United States of fset the oil we are losing because of the Iranian shut-of f.

As you know, a typical reactor displaces about 10 million barrels of oil per year.

Each week that one of these reactors is not in operation will eventually cost the consumers approximately $2 million in interest alone. Costs for replacing this energy will be between $2 million and

$6 million per week.

This varies because of the source of the replacement fuel; coal, oil or a combination of the two.

Or, in the layman's terms, each reactor deprives the nation of enough energy to power 300,000 cars.

Within the next 20 years, it is my opinion that the majority of the energy within the United States will be nuclear.

I believe that this action was ill-advised and ill-timed and that it should be reconsidered and rescinded.

Yours ver truly, 474 ' s'
