Dear Mr. Liberman:
Thank you for your assist.ance in making General Public Utilities' (GPU's) consolidated tax returns for 1977 and 1978 available for inspection by members of my staff. We have found them to be helpful in our examination of the issue of TMI-2 commercial operation.
We are now at the stage where direct contact with certain GPU personnel would be beneficial. We are, therefoce, requesting your assistance in designating which GPU/ Met-Ed officials we should contact for interviews in the following areas:
1.
Tax preparation and planning: What official (s) made the decision to seek Investment Tax Credit and depreciation allowances for TMI-2 in the 1978 GPU consolidated return?
What percentage of ITC and depreciation is allocable to TMI-27 2.
PJM pool operations: Wh'at official (s) could comprehensively discuss the GPU company's relationship with the PJM power pool, including ' amounts of power purchased in recent years, long-range planning to meet pool capacity commitments, and the cost of purchasing power from the PJM pool?
3.
Regulatory affairs: What official (s) could provide a compre-hensive review of GPU policy in dealing with the various regulatory commissions, including part attempts to include TMI-2 in the rate bases?
4.
General financial affints: What official (s) could comprehen-sively discuss the GPU financial picture (before the March 28, 1979 accident), with regard to bond offerings, stock transactions, long-range planning, and so ferth?

b James B. Libe. man August 8, 1979 We have discussed this approach with Fox Trowbridge and he agrees that you would be in the best position to suggest corporate officials with expertise in these areas.
It is our intention to minimize the disruptions that would be caused by mass interview of individuals unfamiliar with the areas in which we are particularly interested. Therefore, your cooperation in this matter would be greatly appreciated.
t Our initial thought would be to schedule interviews with these individuals, with follow-up depositions with these or other GPU/ Met-Ed personnel, if necessary.
