Gentlemen:

Haddam Neck Plant Seismic Analysis for As-Built Safety-Related Piping Systems I&E Bulletin No. 79-14, Reference (1), as amended by References (2), (3), and (4),

requested that Connecticut Yankee Atomic Potcer Company (CYAPCO) initiate a program to verify the accuracy of input information for the seismic analyses of safety-related piping.

Item (1) of Reference (1) requested that for each safety-related system at the Haddam Neck Plant, CYAPC0 submit a list of design documents which were sources of input information for the seismic analyses and describe the input information contained in each document.

This information was provided in Reference (5).

Item (2) of Reference (1) requested that CYAPC0 inspect specific portions of normally accessible safety-related systems for conformance to the seismic analysis input information set forth in the design documents specified in Reference (5).

This information was forwarded in Reference (6).

Item (3) of Reference (1) requested that CYAPC0 inspect all other normally accessible safety-related systems for conformance to the seismic analysis input information specified in Reference (5). Accordingly, the following information is submitted in response to this request.

a Attached is a list of nonconformance reports generated, subsequent to the information submitted in Reference (6), for which system repairs were recommended af ter engineering review.

In general, inspections have revealed as-built conditions do not differ significantly from original design. All discrepancies have been evaluated in accordance with Item (2) of Reference (3) and with three exceptions (see attach-ment), were determined not to compromise the operability of any safety-related system.

Analytical engineering evaluation per Item (2) of Reference (3) is not complete on approximately ten percent of the discrepancies.

Should this evaluation indicate that system operability is in jeopardy, appropriate action will be taken in accordance with the plant technical specifications.

Portions of systems in those areas around the ion exchange building, CVC regenerative heat exchangers, seal water filter, and volume control tank were not inspected due to high radiation (excess of 5 Rem / hour). This represents approximately two percent of the safety-related systems.

In most instances, these lines are short direct runs to vessels in the above-mentioned areas with deadweight support or no support indicated on the design documents.

As requested in Reference (4), inspection of supports on safety-related systems under Item (3) of Reference (1) obstructed by thermal insulation will be completed during the 1980 refueling outage.
