STATE E!1ERGENCY PLANS FOR CP REACTORS We have reviewed the list of construction permits which you gave us in connection with Commissioner Gilinsky's inquiry of whether any would pose great difficulty in meeting the intent of the regulations proposed in SECY-79-591C and modifications going on to those proposed regulations today, which I know nothing about at this time. We have considered them from the standpoint of States already having concurrences, which may acquire another operating reactor, projected concurrence dates for States without a concurrence, and projected construction completion dates. We don't find any cases in which emergency plan concurrence is expected to pose great difficulty providing the current standards for concurrence (NUREG-75/lli and its Supplement No.1) are used.
If any additional requirements are levied on these States prior to January 1981 (such as Emergency Planning Zones, and other requirements currently being contemplated within NRR),
then there may be problems in meeting these requirements. Such things as EPZs and 15 minute notifications etc. are not yet concurrence requirements.
