MEETING ON ZIMMER MARK II CONTAINMENT DESIGN - DECEMBER 5,1979 -

BETHESDA, MARYLAND

Background:

The Mark II lead plant acceptance criteria were issued by the staff in September of 1978. The Cincinnati Gas & Electric Company has committeed to meet the acceptance criteria and has nearly completed its design assessment to establish that the criteria has been or will be met.

Some modifications to the facility have been required.

Since the issuance of the acceptance criteria ongoing confirmatory programs have been producing data which reflect upon the supporting bases for the acceptance criteria in some areas.

Althcugh there is insufficient data at this time to warrant changes in the acceptance criteria, the timing of the data is not compatible with the projected Zinmer fuel load date and therefore costly delays could result in the operation of the plant if future data should indicate that acceptance criteria may not be conservative in some areas.

As a hedge against this possibility, Cincinnati Gas & Electric Company has made the corporate cecision to further modify the Zininer facility to provide greater margin in the design than would otherwise be required by the staff's lead plant acceptance criteria.

The purpose of this meeting was to provide Cincinnati Gas & Electric Company the opportunity to brief the staff on its current approach to providing additional margin.

The attendance list and presentation material are anclosed.

Sunmary:

Cincinnati Gas & Electric Company made a detailed (4 hr.) presentation to the staff on its plans for providing additional margin in the Zimmer Mark II facility to acconinodate pool dynamic loads.

At the conclusion of the presentation and following a staff caucus, the staff presented the following points to the Cincinnati Gas & Electric Company.

The Cincinnati Gas & Electric Company should continue to evaluate data that is being generated in ongoing Mark II programs and if or when a point is reached where it appears that the Mark II lead plant acceptance criteria is not con-servative in some area, it should advise the staff.

2166 045 The staff concurs that the approach of providing additional margin in the Zinmer facility is a prudent approach.

DEC 7 1979 If in the future, data shows that the staff's acceptance criteria or the new Zinmer, more conservative criteria are being exceeded in some area, the staff will take up the review at that time and appropriate fixes resulting from that review will be required.

At the present time, the staff is not prepared to look at anything beyond its own acceptance criteria. The remaining items of review are the final design assessment report (to be submitted in about 3 months), the T-quencher-ramshead comparison date (about to be submitted) and the equipment qualification program (now underway). The staff emphasized the importance of a good paper trail to document to what criteria which equipment was qualified.

The staff also advised Cincinnati Gas & Electric Company that Mechnical Engineering Branch manpower and resources are not sufficient to perform the essential reviews consistent in a July 1980 fuel load date. Additional management attention will be necessary to resolve this problem, t g.\\
