To the Editor:

On Tuesday, May 15 at 7P.M., there will be a meeting between KG&E and Nuclear Regulatory Commission officials at the Coffey County Courthouse in Burlington. This aeeting is open to the public.One item to be discussed will be the bse mat concrete. From N.R.C. Inspection Reports (78-13) I have gathered the following information about the Concrete.

Sixty-six cylinder sets (six in each set) were taken as samples from the base mat pour. Each set is tested two at a time at 7, 28 and 90 days. At 90 days, 57% failed to reach the designated 5000 pounds per square inch (p.s.i.) and 6 samples failed by more than 500p.s.i., a separate violation. In addition, 30 of the 66 pairs tested lower than their respective mates did at 28 days-when cement should strengthen with age. An N.R.C. inspector told me on May.1 that N.R.C. estimated the base mat at 4460 p.s.i.- over 500p.s.i. less than required.

Two questions concerning the aggregate (cr sand) have arisen. A study by Ash Grove Cement Company in Chanute in 1952 and1965 indica +.ed that an opaline sand mixture peculiar to the Kansas and Platte River area reacted to Portland cement by severely expanding in 5-7 years., Wolf Creek's fine aggregate comes from the Kansas River near Bonner Springs.

Wolf Creek's coarse aggregate comes from Christie Quarry in Lamont, Ks.

Tests by a K.G.&E.- hired firm " indicate that it is unsound" and that "the stone is classed as unsuitable:for use in concrete flatwork."

An attorney for the N.R.C. has suggested to Governor Carlin's office that the state of Kansas " petition for an order suspending construction and revoking the work permi2" at Wolf Creek Nuclear Plant.

There are other questions the N.R.C. seems very interested in, including the Quality Control program (or lack of it). Hopefully, these questions will be answered May 15. Questions from the public will, I understand epted. I plan to be there.
