Dear Mr. Grier:

In reply to Inspection and Enforcement Bulletin 79-07, we have reviewed the Jamesport Nuclear Power Station (JNPS) design and submit the following response.

No seismic stress analyses of safety-related piping have been per-formed for the Jamesport Nuclear Power Station. Computer codes which use any of the methods described in Item 1 of I&E Bulletin 79-07 will not be used for the seismic stress analyses of safety-related piping in the JNPS design.

It is our intent under the replication policy to use the computer program NUPIPE used by Millstone 3 in the stress analyses of the JNPS safety-related piping. Millstone 3 to date has used NUPIPE 02/05 through NUPIPE 03/10. Stone & Webster in-house benchmarking links all major versions of NUPIPE to version NUPIPE 03/10. Verification of computer program NUPIPE 03/10 used by Stone & Webster is being addressed in response to the April 2 addendum to the March 13 Order to Show Cause for Surry Units 1 and 2, Maine Yankee, Beaver Valley 1, and James A. Fitzpatrick.

Gentlemen:

As counsel for Consumers Power Company in the above-cap-tiened proceeding, I am writing to inform the Atomic Safety and Licensing Board of recent events which concern the Palisades Plant.

This matter does not relate to the instant proceeding, which involves Consumers Power's application for an operating license amendment authorizing the replacement of the steam generators. However, as a matter of courtesy, the Licensing Board and the parties are being provided with the following information.

In the course of recalculating the stresses which would be put on the nuclear plant's piping systems in the event of an earthquake, Consumers Power discovered that supports for two of the piping systems may not have an adequate margin of safety in terms of the amount of earthquakerelated stress which the pipes could withstand. Therefore, Consumers Power decided on May 1, 1979, that the Palisades Plant, which was already shut down for another reason, would remain shut down until modifications to the piping support .

Should there be further developments regarding this matter, the Licensing Board will be notified.
