Dear Mr. O'Railly:

In response to IE Bulletin 79-09, failure of GE type AK-2 Circuit Break-ers in Safety-Related S,vstems, dated March 30, 1979, Alabama Power Company submits the following response for both Units 1 and 2.

4 Item 1: Determine whether or not GE type AK-2 breakers are used or planned for use in safety-related features at your facilities.

GE type AK-2 breakers are used in safety-related features at Plant Farley-Units f. and 2.

Item 2: If such circuit breakers are used or planned for use, identify the safety system involved and provide in written form your plans for developing a preventive maintenance program which will assure design perform-ance with the GE type AK-2 circuit breakers.

For Farley-Unit 1, GE type AK-2 breakers are used in Train A and Train B 125V DC Switchgear Buses lA and IB.

For Farley-Unit 2, GE type AK-2 breakers are used in Train A and Train B 125V DC Switchgear Buses 2A and 2B, Alabama Power Company will use the GE maintenance program as detailed in the GE Instruction Manual on power circuit breakers.

(a) Es tablish and adhere to a preventive maintenance schedule regarding the subject circuit breakers.

Alabama Power Company will institute the GE recommended maintenance program on a refueling outage schedule.

This program will be implemented by July 1979.

(b) Have the maintenance performed by qualified pe rsonnel . The GE power circuit breaker instruc-tion manual should be used as guidance in setting up the maintenance procedure.

Alabama Power will use GE Instructions on Power Circuit Breakers as a guide for maintenance. All work is done by qualified personnel.

(c) During the preventive maintenance, perform the recommended corrective actions described in the GE service alert letter No. 175 (CPDD) 7.3, dated April 2, 1979.

Since these AK-2 breakers do not use undervoltage trip devices, none of the recommendations in the GE le tter 175 are applicable.
