Dear Mr. Gannill:
This letter is to propose the following changes to the Fort St. Vrain Technical Specifications:
LCO 4.4.1 and SR 5.4.1 (Attachmnt 1)
This change supersedes the chanEe to LCO 4.4.1 cs requested in our let-ter, P-78008, dated January 20, 1978.
In accordance with the provisions of 10CFR170, we believe that the pro-posed changes are amendcent Class III, but are exempt from fees since the auendcents are to clarify the Technical Specifications involved, have only minor safety significance, and are being issued for the conve-nience of the Commission.
We request your concurrence with the proposed revisions as soon as possible.
