7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-313 ARVANSAS POWER & LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 43 to Facility Operating License No. OPR-51, issued to Arkansas Power and L_ight Company, which revised Technical Specifications for operation of the Arkansas Nuclear One, Unit No.1 (the facility) located in Pope County, Arkansas. The amendment is effective as of its date of issuance.
The amendment revises the Technical Specifications to reflect plant veccting limits for the fuel loading to be used during Cycle 4 and adds additional smoke / heat detectors and fire suppression systems in approprhte
- i. ables. The amendment does not authorize operation of the facility.
Operation of the facility will be authorized only after the Director of Nuclear Reactor Regulation nas confirmed satisfactory completion by the licensee of certain actions set forth in the Comission's Order of May 17.1979 (44 F.R. 29997, May 23,1979).
The application for the amendment complies with the standards and requirec.ents of the Atomic Energy Act of 1954, as amended (the Act), and the Cecmission's rules and regulations.
The Comission has made appropriate i
l findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

.,,, ine Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
