Gentlemen:

The Manual Valve Study was submitted to you by letter dated May 8, 1979 (P-78071). The study contained three open items that were to be completed prior to start up after the first refueling.

This letter is to inform you that the three open items have been completed. Specific disposition of each item is as follows:

A.

Page 4 under the General section of the Manual Valve Study:

1.

"Certain valves on the PI's which comprise SR 6-1 should have been shown closed, thus requiring no action.

They are: V-211526, V-46181, V-46182, V-42144."

Disposition SOP's 21-02 and 46 have been revised and approved by the Plant Operations Review Committee (PORC) to show valves V-211526, V-46181, V-46182 and V-42144 closed.

CN 892 updated the applicable P&I and SR 6-1 documents. This item is complete.

"A number of instrument root valves need not be operated since the instrument which they isolate are seismically qualifiable and they either have been or are in the process of being qualified.

The instruments are:

PS-1194, PI-11217, LIS-11267, PIT-11215, PST-2133, PST-2134, PI-21470, LS-21502, LG-21502, PDIS-2329, PDIS-2330, PT-23103, PT-23104, LCV-4501, LS-92206-3, LS-92207-3, M-92800, M-92801, M-92802, M-92803."

Disposition CN 892 completed all required craft work and documentation for the instruments listed above. All instrument piping associated with the instruments have been upgraded to meet seismic requirements. This item is complete.

Page 47 - Question 4 from the October 12, 1977 NRC Meeting:

1.

"A review of stored gas systems that could potentially hamper valve operation was completed and one tank was found to lack documentation sufficient to determine its seismic loading capabilitj. This is the Cardox Tank used in the Turbine Building Fire Protection System.

The support system for this tank will be reviewed and, if required, upgraded prior to start-up after first refueling."

Disposition The Cardox Tank is an "FM" approved installation and as such, will withstand seismic forces in accordance with tia applicable code requirements which are more than ade-quate for this application.

The Cardox Tank and associated piping systems will not require any upgrading.

The piping system is presently supported in a manner that will withstand OBE and DBE forces at Fort St. Vrain.

It is to be emphasized that the Cardox System is not classified as a Safe Shutdown System and is therefore not classified as a Class I E System.

The Cardox System will retain pressure boundary integrity to the extent required under the conditions imposed by the criteria set forth in the Mcnual Class I/ Class II Valve Study.

-3 The completion of the three open items dispositioned in this let-ter satisfied PSC's comitment to the Commission contained in the referenced correspondence. Fort St. Vrain is currently proceeding with the rise-to-power program.
