SPEiT FUEL STORAGE POOL MODIFICATIOIT Transmitted herewith are three (3) originals and thirty-seven (37) conformed copies of a request for a change to License DPR-6 and its Appendix A Techni-cal Specifications. The proposed changes vould permit modification of the Big Rock Point spent fuel storage pool by addition of new storage racks to increase spent fuel storage capacity. A description and safety analysis for this pro-posed modification, along with an environmental impact evaluation, was sub-mitted by Consumers Power Company's letter dated April 23, 1979 An addend a to the description and safety analysis reflecting revised calculations of spent fuel storage pool temperatures vill be submitted shortly.
The requested change is categorized as Class IV pursuant to 10 CFR 170.22. A check for $12,300 is attached.

Change 3(2) of the License to read:
"(2) Pursuant to the Act and 13 CFR Part 70, 'Special nuclear Mate-rial,' to receive, possess, and use at any one time up to (a) 2500 kilograms of contained uranium 235 as fuel, (b) 10.32 grams of uranium 235 as contained in fission counters, (c) 150 kilograms of plutonium contained in pug -UO fuel rods, and (d) 5 curies of plutonium encapsulatedasaplbtonium-berylliumneutronsource,allineconnec-2 tion with operation of the facility;"

Change Section k.2.11.(b) to read:
"(b) Spent Fuel Storage Spent fuel shall be stored in fuel storage racks located in the spent fuel storage pool. These spent fuel storage racks are designed and shall be maintained with sufficient center-to-center distance between fuel assemblies placed in the storage racks to ensure a k,,less than or equal to 0 95 when flooded with unborated water.
Fuel
- assemblies may also be placed in inspection stations located in the spent fuel storage pool for inspection, detection of failed fuel, exchange of fuel pins or similar purposes. These inspection stations shall also be maintained with sufficient center-to-center distance between fuel assemblies placed in the inspection stations and between such assen-blies and other assemblies placed in the storage racks to ensure a k

Discussion On April 23, 1979, Consumers Power C =pany submittei a proposed plan for nodifying its spent fuel storage facilities to accenmodate h1 fuel asse=blies.
This proposed change revises the licensed possessicn limits for uranium 235 and the Technical Specifications description of spent fuel stcrage to be consistent with the proposei rodification.
The pro-posed change to Section L.2.11.(b) is consistent with :iUEI3-C123, "Stan-dard Technical Specifications for Genera' 7'actric 3 oiling sater Reactors."
T; hnical justification supporting the acceptability of these changes is included in the April 23, 1979 submittal.
An addendum to the April 23, 1979 submittal vill be submitted shortly, reflecting revised calculation of spent fuel storage pool temperatures resulting from the proposed
=cdification and vill represent further justification of these proposed changes.
III.
Conclusions Based on the foregoing, both the 3ig ?.ock Point Plant Review Connittee and the Safety ana Audit Reviev 30ard have concluded that this change is acceptable frc a safety standpoint.

This license applies to the Big Rock 'rint Plant, a boiling water reactor and associated equipment (the facility), owned by the Consumers Power Company (the licensee).
The facility is located in Charlevoix County, Michigan, and is described in the licensee's application dated January ik, 1960, and the Final Hazards Summary Report; as supplemented and amended by subsequent filings by the licensee.
B.
Subject to the conditions and requirements incorporated herein, the Commission hereby licenses Consumers Power Company:
(1) Pursuant to Section 10kb of the Act and 10 CFR Part 5C.
" Licensing of Production and Utilization Facilities," '
possess, use, and operate the facility at the designated location in Charlevoix County, Michigan, in accordance with the procedures and limitations set forth in this license; (2) Pursuant to the Act and 10 CFR Part 70, "Special liuc1 car Material," to receive, possess, and use at any one time up to (a) 2500 kilograms of contained uranium 235 as fuel, (b) 10 32 grams of uraniu= 235 as contained in fission counters, (c) 150 kilograms of plutonium contained in pug,-UO fuel r d, and (d) 5 curies of plutonium encapsulated 2

25 h.2.ll (Contd) addition, a jib crane and two monorail cranes may be used for moving fuel.
Storage of fuel shall be restricted to the following areas:
(a) New Fuel Storace New fuel shall be stored in the designated dry-storage racks provided at elevation 632.6' inside the containment sphere.
P.acks with locking covers shall be provided for storage of 102 fuel bundles. The rack array is 6 by 17 on a square pitch with a spacing of 13 inches between bundle center lines.
This provides adequate spacing to prevent accidental criticality even if the area should be flooded. New fuel stored in these racks shall ba limited to that described in Section 5 Movement of fuel into and out of the storage racks shall be restricted to one bundle at a time.
