20555 Dear Mr. Reid; SUBJECT - Renewal of Operating License Number R-77 The State University of New York requests that the operating license of the Pulstar Research Reactor located on the Buffalo Main Street Campus be renewed.
The facility has continuously met the requirements of its charter and the Atomic Energy Act of 1954 in that it has provided educational and research facilities for the advancement of peaceful uses of atomic energy. The facility has and will continue to provide educational, research, and testing facilities for the State University System, other educational and research institutions, governmental agencies, and industry.
We request that the license be extended for an additional' twenty years plus three months, terminating on January 1, 2000. This would make a total term of the license of thirty-eight years and nine months.
It is reasonabic to assume that some reactor components will need to be repaired or replaced during the term of the license extension. We have made major equipment repairs, replacement, and modifications in the past, and will continue to do so in the future, in order to maintain the plant in a safe condition and in compliance with Technical Specifications. During the winter of 77-78, all core components, experimental facilities, and fuel were removed from the reactor tank in order to replace piping. Based on this experience, we are confident that all systems can be maintained without risk to the staf f or the general public.
