RESPONSE TO NOTICE OF' HEARING AND REQUEST FOR POSTPONEMENT OF HEARING Pursuant to 10 CFR 2.705, Citizens Energy Forum, Inc. (CEF) acknowledges receipt of the Atomic Safety and Licensing Board's

" Notice of Hearing" served Mav 4, 1979.

CEF requests that the proposed prehearing conference and hear-ing scheduled for June 26, 1979 in Charlottesville, Va., be postponed to no earlier than July 24, 1979. The reasons constituting good cause for the request are as follows:

First, the proposed hearing date is simply too soon to permit CEF to prepard adequately for the evidentiary hearing. As the Board is aware, CEF is not represented by counsel in this proceeding and lacks sufficient experience in adjudicatory proceedings to be able to comply with such an unusually compressed hearing sched21e--a schedule which we believe may in fact be contrary to federal regula-tions. CEF intends to request discovery from the other parties and is obligated to respond to discovery which was only recently submitted to it. In addition, CEF must respond to Vepco's request for summary disposition. CEF will be unable to perform these tasks, in addition to the other necessary preparations for the hearing, until the end ,

of July.

-2 Further, CEF's principal spokesperson in this proceeding, Irwin Kroot, will be unable to attend the June 26 conference / hearing because he is obligated to be out of town to attend a job-related meeting. Other. members of CEF directly involved in this proceeding also have commitments to their employers and are unable to obtain a leave of absduce for the hearing without additional advance e

notice to their 6mplcyers.

CEF believes that the extension requested herein would cause no undue delay to +%ese proceedings and would enable CEF to better prepare its case before the Board. We ask the Board to take into consideration the special circumstances of CEF in reaching a decision on this Request for Postponement of Hearing.
