i The following information is provided in response to your request to N. C. Moseley, dated December 29, 1978:

Our evaluation of Northeast Nuclear Energy Company's (NNECO) past manage-I ment performance relative to safe operation of Millstone Point 2 is that performance has been adequate. This evaluation is based on our inspection <

results as well as the results of an enforcement meeting which has been l

held with NNECO management.

In the period since initial licensing, a number of noncompliances have been issued in the area of the radiation protection program. As a result and in accordance with IE snforcement policy, we conducted an I

enforcement meeting with NNEC0 management in May,1978, for the purpose of improving licensee enforcement performance. The actions taken as a '

l result of the meeting have demonstrated NNEC0 management to be j

responsive to our concerns.

There are many outstanding inspection items that are generated and closed out in the continuing inspection process. None of these items i

are currently related to safe operation of the plant at a stretch power-level.

In particular, core performance has been evaluated during our routine inspections of initial startup and post-refueling testing, as j

well as normal cycle operation. No conditions adverse to safe operation at a stretch power were identified.
