House of Representatives, Washington, D.C. 20515. 202/225-8118 WEEKLY COLUMN WEEK 0F MARCll'Is, 1979 NRC UPDATE: Af ter several meetings with staff of the Nuclear Regulatory Comission, Stone and Webster engineers, Central Maine Power officials, and witnesses at hearings in the liouse and Senate on the shutdown orders for Maine Yankee and four other atomic power plants, I am more convinced than ever that the agency jumped the gun in light of the risks they sus-pected and the exorbitant expense associated with their decision. According to the most re-cent reports from the results of analyses of systems at Maine Yankee, that plant may in f act be stronger than even CMP had previously estimated. With the analyses more than 80% complet-
- ed, the plant's operators say they have found no flaws in the design system to substantiate the stress problems on which NRC based its shutdown order.
Certainly nuclear safety is not an issue with which we should be taking chances. Nor should we deny the fact that the Country is experiencing significant energy probltms, in
. spite of what NRC Conmissioner Peter Bradford might believe in his own wisdom. The NRC de-cisions in th instance raise significant questions on both sides of the issue. Hopefully the record o hearings on the decision wf11 prnduce some constructive direction for future policy guide les sho_uld the situation recur. As for immediate concerns in Maine, it is likely Maind4ankee will be back in operation me'.h sooner than most people had anticipated.
