The GC-emergency plan divides incidents into five categories, with two subcategories for plant emergencies. Concentration limits for uncontrolled areas for liquid effluent and predicted radiation doses are trip points in determining the need, as regards radiological releases, for notification and participation of cutside agencies.

However, since the analyses of accidents with the greatest potential for offsite radiological effects, do not indicate a potential for serious radio-logical consequences to the health and safety of the surrounding communities, emergency action levels and other criteria for declaring a General Emergency are not included in the Emergency Plan.
