'Ihe ACRS Subcommittee on Reactor Safety Research met in executive session to discuss the approaches that the ACRS might use in preparing the 1979 Report to Congress on the NRC Safety Research and in particular how the ACRS might decide on priority of research projects. The notice of the meeting appeared in the Federal Register of February 29, 1979. A copy is included as Attachment A.
The Subcommittee received neither a request to m 4e an oral statement nor did it receive written statements. A list of attendees is included as Attachment B.
A list of documents provided to the Subcommittee for its consideration and discussion is included as Attachment C.
The Subcommittee did not prepare any documents during the meeting.
OPEN SESSION (2 p.m. - 4:25 p.m.)
Dr. Okrent, Subcommittee Chairman, called the meeting to order'and explained the purpose of the meeting. Dr. McCreless was named as the Designated Fede-ral Employee.
Dr. Okrent noted that Messrr. Levine and Budnitz of the NRC Staff would be available for only a portion of the meeting and that Subcommittee discus-sions which might involve them should be held while they are present.
R. Fraley was asked to discuss his memorandum of February 28, concerning the timing and scope of ACRS reports to the NRC and to Congress. A copy of the memorandum is included as Attachment D.
Mr. Levine noted that the ACRS 1978 Report to Congress was the program that was formulated in the Spring

RSR Mtg March 7, 1979 of 1976 and that the budget review being proposed for the Spring of 1979 would be the NRC FY '81 budget. Dr. Siess said that he doubted if a single report both to the NRC and to Congress would suffice.
Dr. Lawroski questioned if necessary budget information would be available to the ACRS when it was needed. He said that previously this information was considered sensitive until the President made public his budget. Dr. Okrent said that he had concluded from the earlier meeting with the NRC that this was a small problem. Mr. Budnit'z said that the early budget figures, such as those ACRS would need, are less sensitive than the later figures.
It was decided that the schedule of activities outlined as Alternate C in Attachment D be tried.
Dr. Okrent sought suggestions on kinds of information that the ACRS might use to prepare its letter-report to the NRC.
Mr. Levine suggested the RES Zero-Based Budget package might be helpful. He indicated that the package is divided into about 14 decision units with about three levels each; these are prioritized as far as the RES budget process. Mr. Levine promised to provide the ACRS with this information sometime in May.
Dr. Austin discussed several methods previously used by others as ways to articulate priorities.
Dr. Okrent noted that the program to develop value-impct methodology is misplaced.
It should not be part of the improved safety system program.
We Subcommittee discussed the scope of the report and concluded that the report be a scaled-down, letter-report to the NRC. %e report should be prepared so that it can be submitted to the NRC during the July meeting.

Dr. Siess suggested that last year's budget information might prove helpful to the subcomittees in preparing for this year's budget review. Drs. McCreless/ Austin were asked to provide the following backgrouddinformation:
