Dear Mr. Wolfe:

By letter of April 12, 1979, you inquired as to the relevance in the captioned proceeding of the St. Lucie investigative report which was transmitted to you and the parties to this proceeding on April 11, 1979.

The investigative report was prepared pursuant to a Commission order of November 8,1977, which directed an investigation into allegations that the NRC Staff had failed to provide information to a Licensing Board considering a license application for the St. Lucie nuclear facility, concerning the stability of that applicant's power grid and its raliability in providing off-site power to the St. Lucie facility.

Besides presenting the results of the investigation, the report dealt with matters concerning grid stability in a peninsular situation and loss of off-site power during adverse weather conditions.

In view of the possible materiality and relevance of this information to ongoing proceedings the NRC Staff deter-mined it appropriate to send copies of the report to the Boards in all pending proceedings.
