At the request of Omaha Public Power District, Gibbs & Hill is performing a check of the analysis performed of the Safeguards Piping Systems for Ft. Calhoun Unit #1. This check is being made by using present day dynamic methods on representative sections of systems designed by static analysis to the plant FSAR requirements. During this check we detected a potentially hazardous condition within the meaning of 10CFR21.

Our report of the item detected is attached herewith.

Mr. Bud Eidem of Omaha Public Power District has been alerted to the existing condition.

Description of Failure to Comply or Defect:

The removal of a lateral seismic restraint on certain Auxiliary Coolant piping violates the Fort Calhoun I - FSAR criteria for seismic support of piping. This failure to comply with FSAR, Appendix F, 2.2.2, page F-7a, is considered to have a possible impact on the ability to mitigate an accident.

A possible failure of the Aur.iliary Coolant piping may result during a seismic event. The loss of this piping will result in loss of system operability and may reduce containment cooling capacity. -

Review Auxiliary Coolant Piping System supports for conformance to the requirements of Ft. Calhoun Unit #1 FSAR, Appendix F, 2.2.2, Page F-7a. Addition of appropriate lateral seismic restraints in accordance with the above FSAR requirements will serve to correct this condition.
