Description of Event

On 5-11-79, during the performance of the periodic test at steady state operation, it was found that the Low Head Safety Injection Pump 1A discharge valve (MOV-1863A) failed to open within 40 seconds.

This is contrary to T.S. 3.5.2.

Action statement 3.5.2.a. was entered and the valve was restored to operability within the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> requirement. ~ This event is reportabic as per T.S. 6.9.1.9.b.

Probable Consequences of Occurrence The operability of the two ECCS subsystems ensures that sufficient emergency core cooling capability will be available in the event of a LOCA assuming the loss of one subsystem through any single failure consideration.

Either subsystem operating in conjunction with the accumulators is capable of supplying sufficient core cooling to limit the peak cladding temperatures within acceptable limits for all postulated break sizes ranging from the double ended break of the largest RCS cold leg pipe and smaller.

Since the other Low Head SI train was operable and capabic of supplying emergency cooling, at no time was the safe operation of the plant affected or the public health and safety endangered.

A similar component is present in Unit 2 and any preventive actions will be impicmented in Unit 2 as well.

Cause of Event

The exact cause of the failure of the valve to open is unknown at this time.

It appears to be a result of drying out of the valve packing.

Immediate Corrective Action

The valve was manually opened and rescated and then the valve operated correctly.

Scheduled Corrective Action Any further actions will be determined from an investigation of this problem.

Actions Taken To Prevent Recurrences An investigation is currently being undertaken to determine the exact cause and propose a possible resolution.
