2 0 M APPENDIX A NOTICE OF VIOLATION Long Island Lighting Company Docket No. 50-322 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Shoreham Nuclear Power Station, Shoreham, New York, of activities authorized by NRC License No. CPPR-95.

During this inspection conducted on January 22-26, 1979, the following apparent item of noncompliance was identified.

10 CFR 50, Appendix B, Criterion IX, states, in part, that:

" Measures shall be established to assure that... heat treating (is)...accomp-lished...in accordance with applicable codes..."

The Shoreham FSAR, Chapter 17, paragraph 17.1.9A, states, in part:

"The LILC0 EQA program imposes on organizations performing special processes on safety related structures, systems, and components, during the construction phase, the requirement to develope and implement a system to assure the control of special processes...

The program requires that organizations performing special pro-cesses on safety related equipment...do so to qualified and approved procedures...and in accordance with applicable codes..."

Courter and Company " General Procedure for Post Weld Heat Treat-ment", NW-100, Appendix D, Revision 1, cover sheet, states:

"This procedure has been reviewed for compliance with the ASME Boiler and Pressure Vessel Code: Section III-1971 edition - Winter 1972 addenda."

The ASME III Code,1971 edition, in paragraph NB-4623.2, states, in part:

"Above 600 F, the rate of heating shall not be more than 400 F per hour divided by the maximum metal thickness of the welded base material in inches..."

Contrary to the above, on or about November 11, 1978, weld joint 1821-IC175-FW6 was heated, for post weld heat treatment, at a rate exceeding the ASME III Code allowable.

Specifically, the joint was heated between 640*F and 930 F at a rate of 290 F/hr while the maximum allowable rate was 225 F/hr.

This is an infraction.
