SUBJECT:
SUMMARY
OF DEDICATED REVIEW TEAM MEETING HELD ON APRIL 24, 1979 An orientation meeting for the Carroll County Station Dedicated Review Team was held on April 24, 1979 in Bethesda, Maryland. The participants and members of the DRT are shown in Enclosure No.1. Attendance at the orientation session is listed in Enclosure No. 2.
All branches were represented except RSB, ICSB and OLB. These branches will be subsequently contacted.
The review of the Carroll County Station application will follow Recomendation Nos. 3, 4 & 5 of NUREG-0292, " Nuclear Power Plant Licensing:
Opportunities for Improvements" (Denton Task Force).
Implementation of these recommendations are described in PM Operating Procedure Nos. 221, 222 and 223, copies of which were provided to each DRT member. The schedule of events for our review of the Carroll County Station application are shown on Enclosure No. 3.
On April 4,1979, the staff accepted the tendered Carroll County Station application for docketing which occurred on April 5,1979. The applicant pursuant to 10 CFR 2.101, has filed documents on early consideration of site suitability issues - Early Site Review (ESR). This review is underway. The PSAR will be filed in early 1980. Pretendering activities for the PSAR will occur during the next two months. The intent of these activities is to improve the quality of the incoming PSAR by developing and maintaining good working level comunications between the staff and applicant. This comunication should provide the applicant with a clear understanding of staff requirements, enable the staff to become familiar with the proposed design and its problems, and provide positive guidance and direction during the applicant's preparation of the PSAR. The discussion with the applicant should include a " walk through" of each appropriate Standard Review Plan providing guidancgC items; ACRS and and interpretation in troublesome areas; planned revisions to SRPs; R 2258 219 7 906 040D76

Althcugh the pretendering meetings will not be structured, it is required that each participating Branch provide the LPM with a prepared agenda at least 15 days prior to the meeting. A pretendering meeting schedula (See Enclosure No. 4) has been developed to effectively implement our pretendering activities.
