This is in reference to your telex of May 2,1979 and your letter dated April 24, 1979 which refer to your LEID model.

In your May 2,1979 letter you propose to use a new LEID model. The use of a new model would require an additional 30 days beyond the time permitted in the regulations to consider and include all potential factors which might enter into the calculation.

We have determined that the granting of your request will not adversely affect the common defense and security and is otherwise in the public interest. Accordingly, we are adding a new License Condition 5.9 to Amendment SG-4 to your License No. SNM-1107 to read as follows:

5.9 Notwithstanding the requirements of 10 CFR 70.51(e)(4) to calculate the LEID for uranium and the isotope U-235 within 30 calendar days after the start of the physical inventory scheduled to begin on May 18, 1979, the licensee shall calculate the limit of error for that inventory within 60 days using his revised LEID model. The licensee will calculate the Inventory Difference (ID) within the original 30 day period. The limit of error calculation shall also be reported to the appropriate Regional office within the additional 30 day period.

WESTINGHOUSE-COLU'OIA REQUEST FOR EXTEf!SION OF TIME FOR LE!!UF CALCULATI0fl FOR IMY 1979 INVENTORY A meeting was held at NRC Silver Spring on April 16-18,1979 with Westinghouse personnel and HMSS and IE staff regarding the appropriate-ness of the Westinghouse LEMUF model. The conclusion of this meeting was that the model was inaccurate for several reasons; primarily because the treatment of covariance was not acceptable. Westinghouse wished time to consider the problem and indicated they would probably ask approval to use the current LEliUF model for one additional inventory period.

In their letter dated April 24, 1979 Westinghouse made a commitment to have a new model for the autumn 1979 inventory and would try to upgrade the present model for the fiay 1979 inventory. The reviewer discussed this letter with Harold Foster on fiay 1,1979.

It was the reviewers opinion that the use of an unacceptable model for this purpose was nonproductive. Mr. Foster was asked to review this problem with his statistician and to estimate the additional time required to calculate' the LEt4UF using the upgraded model. Mr. Foster telecopied his letter on May 2,1979 asking for a 30 day extension of time.

Coincidentally, a letter was received from W. B. Kenna, RO:II suggesting this approach.

It is recomended that Westinghouse be given a 30 day extension of time to develop a new LEMUF model and to use this model for the May 1979 inventory.

It is recognized that additional refinements to this model may be necessary based on IE review and coments.
