APPLICANT'S RESPONSE TO NATURAL RESOURCES DEFENSE COUNCIL REQUEST FOR ADMISSIONS on April 2, 1979, the Natuial Resources Defense Council filed a Request to Applicant and Staff for Admissions pur-suant to the provisions of 10 CFR 2.742.

Applicant's response is as follows:

Applicant objects to item 1 in that it is an improper request because there are references to dates which are incomplete.

Applicant will admit the followi.ng:

Approval of the pending application for re-racking at Oconee (dated February 2, 1979), if approved before June 1, 1979 (and the high density racks are installed by September 1, 1979) would provide, with existing storage capacity at the site, sufficient spent fuel storage space to store the spent fuel scheduled to be generated by the Oconee reactors through 1982, assuming one full core discharge capability for all three reactors is not retained.

Applicant objects to item 2 because there are references to dates which are incomplete.

Further, Applicant has no knowledge of when the Staff review will be completed.

However, the schedule set forth in modified item 1 must apply.

If the re-racking is after the planned oconee I reloading this year, then there would be more fuel in the pool and consequently less distance between the fuel and the worker.

This would bring about increased exposure to the worker but would be within regulatory limits.

Applicant denies item 5.

Present calculations indicate that it would cost more to expand Oconee storage by an AFR than by shipment.

Applicant admits item 6.

7.

Applicant objects to item 7 because it is based on an improper premise, i.e., that the spen't fuel casks are available.

Applicant submits that the necessary casks are not available.

8.

Applicant denies item 8.

At oconee the dose to the workers would be the same if an interim facility is built because there would be transfer from the existing pool to 2258 158

the cask to the AFR uhich is the same as transporting to McGuire.

As to McGuire, it is not possible to provide lifetime storage in the existing pools with current technologically feasible re-racking.

Applicant admits item 9 but notes that there would be a negligible increase in risk.

Applicant neither admits nor denies item 10 because it does not have all of the referenced reports.

11.

Applicant neither admits nor denies item 11 because it does not have the referenced report.

12.

Applicant denies item 12 because the estimates of the potential damage from an intentional release of radioactivity presented in the report are not directly applicable to McGuire.
