Dear Mr. Keppler:

This letter is in response to IE Bulletin No. 79-04 dated March 30, 1979, regarding weights used in pipe stress analyses for Velan 3", 4" and 6" swing check valves at Davis-Besse Nuclear Power Station Unit 1.

In accordance with IE Bulletin No. 79-04, the following investigation has been performed to identify the valves in question and the weights used in seismic category I stress analyses:

All Velan check valves on Unit I were obtained under specification 7749-M-212Q. Using the Unit 1 Quantity Tracking System Log all 3",

4",

and 6" check valves pertinent to this study were identified as

.isted on Attachment 1.

The line number and piping class summary sheets were used to determine seismic category I piping systems based on the following criteria:

Category I - Entire line is seismic category I Category I/II - Part of the line seismic category I, balance of line non-seismic.

Exact boundary to be determined from relevant piping isometric and stress problems.

The seismic category is shown in column 10 of Attachment 1.

Valves listed as in seismic category I/II lines are located in the seismic category I portions of those lines.

All the affected stress problems were checked to ensure that the weights of the valves used in the analyses are the same as shown on the latest Velan drawings for the corresponding valves. The Velan Engineering Corporation was contacted to confirm that the valve weights as shown on Velan drawings currently in project files are correct. They have confirmed this to be correct by telecon on April 17, 1979. Written confirmation was received on April 30, 1979.

By comparing weights as shown on the design drawings against the weights used in the stress analyses, six (6) valves as listed below were shown to have used preliminary weights which differed from the final weights and which were reanalyzed for this change.

The five (5) problems listed in item 3 were reanalyzed with the correct valve weights. The stresses in the piping systems with the revised valve weights did not exceed the code allowables. shows a comparison of the actual total support loads with the correct valve weights versus the load for which the supports had been designed. As evident from Attachment 2, the support design loads were more than the actual load in all but eight supports as identified by at asterisk. The supports were reanalyzed with the actual loads and were found adequate.

Sufficient margins had been provided in the original design of the supports to maintain stresses below allowable values. All the anchors (identified by an asterisk) where the actual load was greater than the design load were checked. Sufficient margins had been provided in the original design of the anchors to maintain stresses below allowable levels.

Bechtel computer program ME-101 was used to determine the pipe stresses and support loads indicated in item 4.

The program is a linear elastic analysis finite element piping program which is capable of performing static analysis and normal mode dynamic analysis techniques. Both techniques were used in this study.
