. QUALITY ASSURANCE PROGRAM FOR SHIPPING PACKAGES FOR RADIOACTIVE MATERIAL l.

Scope This Quality Assurance Program describes the system which has been established at the Ebasco Materials Engineering Laboratory to implement the requirements of 10 CFR Part 71 for the shipment of radioactive materials as applicable to industrial radiography licensees.

Design and fabrication of radioactive material shipping packages will not be performed by Ebasco and is therefore not included under this Quality Assurance Program.

Shipping will be performed using only 4

Technical Operations Inc. shipping containers which are approved for use under the Ebasco N.R.C. Byproduct Material License Number 29-07056-03.

Organization Final responsibility for this Quality Assurance Program to 10 CFR Part 71 requirements rests with the Manager of Ebasco's Materials Engineering Laboratory who reports to Ebasco's Director of Materials Engineering and Quality Assurance. The Ebasco Materials Engineering Laboratory Radiation Protection Officer is responsible for administration of the Program, training and certification, document control, maintenance of records, and auditing. Radiographic technicians are responsible for handling, storing, shipping, inspecting, and record keeping. In addition, the Corporate Radiation Protection Officer, who reports to Ebasco's Director of Materials Engineering and Quality Assuraned, is available for consultation and is designated to perform the audits described in Section 13 of this Program.

Training All radiographic technicians shall receive adequate training in accordance with Ebasco's Manual for Operating and Emergency Procedures for Isotope Radiography prior to being permitted to perform any function associated with the shipment of radioactive materials. This training shall be document-ed.

4.

Procedure Control The Ebasco Materials Engineering Laboratory Radiation Protection Of ficer shall assure that all functions under this program are performed to the latest applicable approved procedures. Issuance and retrieval of proce-dures shall be documented. Obsolete copies of procedures shall be retrieved and destroyed. One copy of an obsolete procedure may be retained for reference purposes.

Design Control Not applicable, since design and fabrication will not be performed by Ebasco.

Procurement; Document Control; and Control of Purchased Material, Equipment, and Services Procurement shall be only from Technical Operations Inc., using N.R.C.

certified containere in accordance with 10 CFR Part 71 and the Ebasco Byproduct Materials License Number 29-07056-03.

Control of documents; material, equipment, and services will be performed in accordance with the " Procedure for Procurement, Receiving, and Shipping of Radioactive Material Packages".

7.

Identification and control o f Materials, Parts and Components: Control of Special Processes Not applicable, since design and fabrication will not be performed by Ebasco.

Inspection, Tests and Operating Status Inspection, tests and operating status of packages containing special form radioactive material shall be performed in accordance with the

" Procedure for Procurement, Receiving, and Shipping of Radioactive Material Packages" and shall be indicated by filling out the following forms:

a - Special Form Radioactive Material Package Radiation Survey Report - Receiving b - Special Form Radioactive Material Package Radiation Survey Report,- Shipping These operations shall be performed only by radiographic technicians with documented evidence on file of:

a - Qualification to R.T. Level I, II or III, b - Passing grade in the radiation safety test.

c - Passing grade in the Manual for Operating and Emergency Procedures for Isotope Radiography test.

The Radiation Protection Officer shall ensure that all the functions are performed as per this manual and " Procedure for Procurement, Rece iving and Shipping of Radioactive Material Packages".

9.

Control of Measuring and Test Eouipment Radiation survey equipment shall have been calibrated within 90 days prior to use.

Calibration shall be performed in accordance with the " Procedure for Calibration of Survey Meters", and calibration results shall be documented.

Each survey meter shall be identified and labeled to indicate calibra-tion date, by whom calibrated and date recalibration due. A check shall be performed prior to use of the survey meter to assure that the battery is adequately charged.

Handling, Storace and Shipping Handling, storage and shipping of packages containing special form radioactive material shall be in accordance with che " Procedure for Procurement, Receiving, and Shipping of Radioactive Material Packages",

Shipments shall not be permitted unless all tests and inspections have been satisfactorily completed. These operations shall be performed only by radiographic technicians with documented evidence on file of:

a) Qualification to.R.T. Level I, II or III.

b) Passing grade in the radiation safety test.

c) Passing grade in the Manual for Operating and Emergency Procedures for Isotope Radiography test.

Nonconforming Material, Parts or Components and Corrective Action 3

Reports for packages received or prepared for shipment found to be in excess of permissible radiation levels shall be reported and corrective action taken in accordance with the " Procedure for Procurement, Receiving,

and Shipping of Radioactive Material Packages".

12.

Quality Assurance Records All records associated with this quality assurance program shall be main-tained for a minimum of two years in fire proof cabinets in a manner to prevent damage or deterioration. Records shall be maintained by the Radiation Protection Officer as detailed in Ebasco's " Operating and Emergency Procedures for Isotope, Radiography".

13.

Audits i

The Quality Assurance Program shall be audited at least once per year using the written Audit Checklist. The audit will be performed by the Corporate Radiation Protection Officer who does not have direct responsi-bility for administration of this Program. The audit will verify compliance with all aspects of this Program and determine its effectiveness.

The audit report will be forwarded to the Manager, Materials Engineering Laboratory for his review. Deficiencies found during audits will be corrected and re-audits performed in a tLaely manner to assure satisfactory Laplementation of corrective action.
