PROVISIONAL OPERATING LICENSE NO. DPR-45 APPLICATION FOR AMENDMENT TO LICENSE ANC RELOAD PLAN FOR FUEL CYCLE-6

Enclosed with this letter are three signed originals and 37 copies of the refueling plan for LACBWR Fuel Cycle-6 (LAC-TR-067).

Also included, in accordance with the provisions of Reference (1), are proposed changes to the Technical Specifications of Provisional Operating License No. DPR-45 which are necessary to include Type I fuel for the proposed operation during LACBWR Fuel Cycle-6.

The refueling plan and the proposed Technical Specification changes have been reviewed and approved by the LACBWR Safety Review Committee.

The refueling plan for Cycle-6 includes the use of two (2) Type I fuel assemblies.

Type I fuel was used in the LACBWR until May 1975 (EOC-3) but was not included in the Technical Specifications issued at the beginning of Fuel Cycle-5.

Type I and Type II fuel are identical in design except for a small difference in uranium enrich-ment, 3.63% for Type I and 3.92% for Type II.

Exxon Nuclear Co.,

Inc. has conducted a computer analysis comparison between Type I and Type II fuels based on stored energy using the NRC approved GAPEX code and found "an insignificant increase in stored energy.

Therefore, the same MAPLHGR limits can be applied to the Type I and Type II fuels."

The proposed Technical Specification limits for MCPR are consistent with the limiting transients for Fuel Cycle-6 as reported in the reload plan, LAC-TR-067.
