Dear Mr. Engelken:
In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.4.1.b, the Sacramento Municipal Utility District is hereby reporting the following as Reportable Occurrence 79-1.
At 1307 on January 5, 1979, a reactor trip occurred simultaneous with the loss of non-nuclear instrumentation for the plant. At times during the period following the trip, the cooldown rate exceeded the maximum permissible rate stated on Figure 3.1.2-2 of the Technical S ecifications. The District and the reactor vendor (Babcock & Wilcox) p are evaluating the trip and cooldown transient, and the findings will be contained in a follow-up report to be submitted within fourteen days.
The reactor will not be returned to operation unless the findings are acceptable.
This occurrence was reported to R. Faulkenberry of your office by telephone on January 5, 1979.
