Dear Ms. McKeel:

This is in response to your letter dated January 1,1979 to the Nuclear Regulatory Commission requesting an opportunity to make a limited appearance at the public hearing to be held regarding the captioned matter.

Persons desiring to make limited appearance statements are permitted to do so at the discretion of the presiding officer.

In practice, the presiding officer usually inquires early on the first day of the hearing whether there are any individuals in attendarce who wish to make limited appearance statements.

Since no date has yet been set for the hearing, we cannot now advise you when you should plan to appear to make your statement.

When that informa-tion becomes available, the Office of the Secretary will convey it to you promptly.

Should you propose to have written material incorporated in the record as part of your lin.ited appearance statement, please address your proposal to the Atomic Safety and Licensing Board at tJe time you make your limited appearance.

It would be helpful if you were to have on hand at that time extra copies of any such written material to give to the court reporter.

As you know, a prehearing conference is scheduled to be held January 25, 1979 at 9:00 a.m. in the Federal Building Auditorium, 825 Jadwin Avenue, Richland, Washington.

The Boaid has stated that no limited appearance statements will be heard at this prehearing conference.

We have placed your name on a list to receive the draft environmental statement (DES) when it becomes available.

We expect to issue it in March, 1979.
