Dear Sir:
D' FRO is presently undertaking a construction project in the vicinity of the lagoon area on the east side cf the pro-tected area.
The east and a portion of the south perimeter fence will be altered to accomodate this construction.
The southeast corner of the protected area barrier will be moved approxi-mately 45 feet eastward, which will square-off the east protected area barrier.
Modification of the protected area barrier is due to start on Thursday, January 4, 1979 with complation on or about Wednesday, January 10, 1979.
The proposed modification schedule is as follows:
Thursday, January 4, 1979 through Saturday, January 6, 197_9 1.
Install fence posts outside present protected area 2.
Complete installation of fence posts 3.
Install rails on new fence posts 4.
Install section of new fabric Present protected area will remain intact.
Monday, January 8, 1979 1.
Remove fabric from present protected area barrier and install what is needed on new protected area barrier.

Install an intrusion alarm on the panic door on the new barrier.
3.
Install lighting to meet required levels at the perimeter.
Tuesday, January 9, 1978 1.
Complete those tasks not completed on schedule.
2.
Reposition the intrusion detection units to a location closer to the perimeter.
The followir.g compensatory measures will be taken:
Monday, January 8, 1979 First Shift:
One armed guard wil.1 escort construction crew and one armed guard will monitor the affected area.
Second Shift: Two armed guards will monitor the affected area.
Tuesday, January 9, 1979 First Shift:
One armed guard will escort the construction creY and one armed guard will monitor the affected area.
Second Shift: Two armed guards will monitor the affected area.
Wednesday, Jcnuary 10, 1979 First Shift:
Two armed guards will monitor the affected area if any perimeter system is not intact.
All armed guards specified above cre in addition to the normal shift security personnel.
The new perimeter fenceline will not decrease the effectiveness of the FRO Security Plan therefore, it is my understanding that no License Amendment or fee is re-quired.
