NRC STAFF RESPONSE TO COMMENTS SUBMITTED BY THE NRDC ET AL. AND THE DEPARTMENT OF STATE

The Commission order of December 8,1978 in the above-captioned proceeding provided for submission of comments by the participants (NRC Staff, NRDC et al. and the Department of State) by January 11, 1979, and of responses to comments by other participants by January 22, 1979.
The NRC Staff does not wish to file replies to the comments of the other participants.
The NRC Staff would, however, like to point out an error on page 15 of the written comment of the NRDC et al.
The last paragraph on that page states:
Thus, the earliest that new fuel would be needed would be ten months after the expi-ration of the eighteen-morith grace period under Section 128 of the Act. Assuming these projections are reasonable, an export license for an enriched uranium shipment could be granted on the last day of the grace period, September 10,1978 [:ic]
(assuming that the Indian governmcat fir. ally agrees to full-scope safeguards by then) with the uranium air-shipped to India, becoming available for processing at the NFC by October 10, 1979, one month after the license is granted.
