Enclosed are three signed and thirty-nine conformed copies of a supplement to a previously submitted application for an amendment to the above-numbered operating license dated October 20, 1978, and concerning a minor change in the frequency requirement for nuclear safeguard system testing and other minor administrative changes.
This supplement consists of a proposed one-time extension of the testing interval for the containment integrated leakage rate test.
We do not believe an additional fee is required under 10 CFR 170.33 because this is a supplement to a previously sub-mitted application.
We have determined that this supplement is administrative in nature and has no safety significance.
In accordance with 10 CFR 2.101(b), a copy of this supplement is being forwarded to Mr. Harry Pritchard, Chairman, Board of Supervisors, Humboldt County.

Pacific Gas and Electric Company (PGandE) hereby requests that its Fucility Operating License No. DPR-7 be amended by making a change of an administrative nature to the Technical Specifications appended to its license in the manner set forth below. This amendment request should be included as Change 14 in the amendment request submitted October 20, 1978.
I.
CHANGES TO THE TECHNICAL SPECIFICATIONS OF THE LICENSE lt is proposed that an exemption from the existing Technical Specification requirements on the testing interval of the containment integrated leakage rate test be issued so that testing can be deferred, on a one-time basis, until just prior to startup for the ne_Tt operating cycle.
II.
DISCUSSIm The present Technical Specifications (Section III.B.2.a. and b.)
require that a containment integrated leakage rate test be conducted
e every five years (provided that no test anomalies have occurred during previous testing) with an allowed testing interval adjustment of plus or minus 4 months. Since the last integrated leakage rate test was conducted on September 26-28, 1973, the next test is required by January 26, 1979 The present status of the Unit relative to seismic studies and modifications makes it desirable to defer the containment integrated leakage rate testing until the status of the Unit is resolved and any modifications tre completed.
It is therefore proposed that 1) an exemption from the existing integrated leakage rate testing requirements be granted, and 2) a require-ment be established that PGandE satisfactorily complete the integrated leakage rate test prior to returning the Unit to power operation.
III. CCNCLUS10I In PGandE's opinion, (1) the change described above does not involve an unreviewed safety question as defined in 10 CFR 50.59 nor does it involve a significant hazards consideration, and (2) there is reasonable assurance that the health and safety of the public will not be endangered by this change in the Facility
operating license.
