REVIEW 0F LICENSE AMENDMENT APPLICATION DATED JULY 22, 1977, AND SUPPLEMENTS DATED APRIL 24 AND NOVEMBER 30, 1978, CONCERNING DECOMMISSIONING PLAN, PC N0. 77103A Introduction By letter dated July 22, 1977, United Nuclear Corporation (UNC) submitted a plan for the future decontamination of the places of use and site authorized by Materials License No. SNM-368 so that they can be released for unrestricted use. At the request of the NRC, UNC submitted supplements to the plan, dated April 24 and November 30, 1978, giving an estimate of the costs involved and the financial arrangements that have been made to ensure that adequate funds will be available to cover the costs at the time of deconmission-ing. The enclosure to the letter of November 30, 1978, commits UNC to the financial responsibility for the costs of decontamina-tion and decommissioning.

Decontamination Plan and Costs The decontamination plan concerns the areas within the buildings on the Montville site in which unencapsulated radioactive materials have been handled pursuant to License No. SNM-368.

UNC has had recent(1975-1976) experience in decontaminating and deconmissioning the similar but more extensive facility at New Haven. This experience formed the basis for the estimated cost for decommissioning the Montville facilities.

The operating experience at New Haven, which was not originally designed as a nuclear facility, influenced the design of the Montville facility to allow for future decontamina-tion and decommissioning.

It was assumed in estimating the costs of decommissioning that the facilities and all of the equipment decontaminated for release for unrestricted use would meet the Division of Fuel Cycle and Material Safety guidelines of November 1976 (Annex C to the SNM-368 license).

2 Equipment and parts of facilities (e.g., parts of floors and walls) not meeting the Annex C criteria would be packaged, transported and disposed of in accordance with current criteria and requirements for radioactive materials.

The estimated cost for facility and equipment decontamination and burial is approximately $300,000.

The staff concluded that the plan and the estimated cost are reasonable and adequate.

Financial Plan The staff has evaluated the UilC financial plan and finds that, although it does not contain a financial surety arrangement that would guarantee decomissioning funds, it offers the assurance of a corporate officer that UtlC will provide the necessary funds for decommissioning.

With this commitment and considering the company's resources to implement and finance the decommissioning plan, the staff finds that the estimated cost of decontaminating the Montville facilities is a very small fraction of the value of the property.

Conclusion United fluclear Corporation's plan for the future decontamination of the places of use and site authorized by this license, so that they may be released for unrestricted use, and the financial arrangements to ensure that adequate funds will be available to cover the costs at the time of decommissioning, provide satisfactory assurance that the health and safety of the operating personnel and the public will be protected, and the quality of the environment maintained.

It is recommended that an amendment to Materials License SNM-368 be issued to incorporate the decommissioning plan and financial commitment.
