Martin Dated December 22, 1978 USNRC Inspection 70-820/78-20 USNRC COMMENT Contrary to the requirements of CerAition 9, Section 205 of the facility license, on September 25 and 26, 1978, a fuel element and several element pieces were observed unattended on and against the operators desk in the process area.

There are no operating procedures or written approvals for storage of fuel elements on desks and no signs are posted at or near the operators desks stating criticality limits.

UNC RESPONSE UNC has now posted criticality limits for all desks in the process area, and the Operations personnel have been instructed to only place SNM-containing material in accordance with posted limits.
