APPLICATI0II FOR AMEIIDME:IT OF OPERATING LICE:ISE Pursuant to Section 50 90 of the regulations of the U. S. Huclet.r Regulatory Commission ("the Commission"), Omaha Public Power District

("the District"), holder of Facility Operating Licence :Io, DPR-40, here-with requests that Paragraph 3.C. of that License be amended in order to provide relief from the implementation dates specified for fire detector and air flow monitor modifications.

The proposed change to the License is set forth in Attachment A to this Application.

A discussion, which demonstrates that the proposed change does not involve significant hazards censiderations, is appended in Attachment B.

The District has been informed by the Commission's Staff that the proposed amendment does not require a fee, within the meaning of Liection 170.22 of the regulations of the U. 3. Nuclear Regulatory Com-mission.

The proposed change to the License will not authorize any chance in the types or any increase in the amounts of ef fluents or any change in the authorized power level of the facility.

A.

Maximum Power Ievel Omaha Public Power District is authorized to operate the Fort Calhoun Station, Unit 1, at steady state reactor core power levels not to exceed 1h20 megawatts thermal (rated power).

B.

Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 43, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

C.

The licensee may proceed with and is required to complete the modifications identified in Paragraphs 3.1.1 through 3.1.35 of the NRC's Fire Protection Safety Evaluation (SE) on the facility dated January 13, 1978.

These modifications shall be ec=pleted as specified in Table 3.1 of the SE, with the exception of the modifications specified below this paragraph.

In addition, the licensee shall submit the additional information identified in Table 3.2 of this SE in accordance with the schedule con-tained therein.

In the event these dates for submittal cannot be met, the licensee shall submit a report, explaining the cir-cumstances, tegether with a revised schedule.

Each battery room vill be equipped with an air flow monitor, to be implemented in April,1979 (ii)

Fire detectors vill be added to several areas within the plant, to be implemented in April,1980.

h.

This amended license is subject to the following conditions for the protection of the environment:

A.

The non-radiological environmental monitoring program being conducted by Omaha Public Power District will be extended to at least five years after initial operation of the unit in order to assess its effects on the aquatic environment.

B.

Omaha Public Power District vill monitor and report to the Director of Licensing the numbers and species of fish mortali-ties attributed to operation of the Station.

C.

Omaha Public Power District vill carry out the Station's radiological monitoring program in accordance with applicable AEC Regulatory Guides including 1.h2 dated June 1973, at level considered by the Commission to be adequate to determine any radiological effects on the environment from operation of the Station. The monitoring program vill include a survey periodi-cally to determine if additional cows are introduced into the local area.

If so found, milk from such locations vill be added to the sampling program.

D.

If harmful ef fects or evidence of irreversible damage are de-tected by the monitoring programs, Omaha Public Power District vill provide an analysis of the problem and a proposed course of action to the Director of Licensing to alleviate the problem.

r DISCUSSION The Omaha Public Power District received Amendment No. 40 to Operat-ing License DPR h0, which added a license condition relating to the com-pletion of facility modifications for fire protection as specified in the Commission's Safety Evaluation Report (SER)

This letter is to in-form the Commission that the District vill be unable to meet the follow-ing implementation dates.

1.

December,1978, specified for battery room ventilation modifi-cations as described in Sections 3.1.11 and 4.h.4 of the Com-mission's SER.

2.

June,1979, specified for fire detector installation as des-cribed in Sections 3.1.12 and 4.0 of the Commission's SER.

In regard to item 1, the air flow monitors for each of the ventila-In-tion systems vill not be delivered to the District until mid-March.

sta11ation of the monitors is expected to take approximately two weeks; therefore, the system is anticipated to be operable in April, 1979 Modifications to exhaust fans and duct work have been completed on schedule.

It must be emphasized that the District has made every effort to procure the air flow monitors in time to meet the implementation date; however, the estimated delivery date of the vendor has been extended twice from the December delivery date originally specified.

This situation is be-yond the District's control.

Concerning item 2, the District increased the scope of the modifi-cation, by recommending approximately one hundred and fifty (150) more detectors be added than the total number specified in the SER.

Some of these detectors must be installed in locations inaccessible during power operation.

In lieu of these considerations, installation and testing vill take longer than originally anticipated and should be completed in April, 1980.

The Commission has been advised of these concerns in letters dated December 27, 1978, and January 8,1979 It should be noted that, to date,

the District has made significant improvements in the Fort Calhoun fire protection program, as detailed in the Commission's SER.

It is not ex-pected that the proposed changes to the Facility Operating License vould be inimical to the health and safety of the public.
