Deer Mr. S n;sai T sr. writi:q to you t day en the subject if t w Three "ile Island accident and that sects te re to te es overreaction with rearsect ta t h e. delay in returai s the first untit of that 31,mt to servica.
It is my unde rstanding that t he first unit of tne elset, wnich had bean evers ting succe ssf ully since 1*74, was shut den n f ar ef.:eling at the time of t re accident and was not involved in any way in the accident. 'he unit continues to to in a snutdown condition de ssite zus2erous saf ety re !ifiestisms and arsite D0 anreval of these modifications and sublic accontance of its reeeealmg.
As a customer of Jersey Central Power 3 Ligat, I have watched with disney se my electric bills have increased snarely due to too cost of roolacement never which Jersey Central must incur in substituties f or Three Uile Island electricity. I have reed that most of this reelaceaient eewer is oil gemorated, which secounts f or the rasic increase in cost and the sharv differential over the esst of nuclear sewer. The use of such oil generaties, I aresusie, also worseas our s
eil imeert situattom and our balsace of wayments difficulties. I realize that you at the imC knew all this already but I thought you might be interested that easie of Jersey Central's customers knew it too.
Would I feel this way if Three Vile Island had been located in New Providence? This is a difficult questien to annver but I believe I would. After all, the financial cost of Three Mile Island may have been emermeus but tha cost in terms of husian life er injury was hardly tragic. The rararkable safety record of the suelear sewer industry is still intact. Parther, the cocbinatism of circumstances, equiement failures and human errors which led to the accident was se unusual as to be alaest blaarre. The additiemal safety erecautions, eserater retralming, etc. developed e.s a result of NRC and Kemeny Carmission reconstendations should enke a resetitlem highly unlikely.
y believe the New Jersey P.U.C. shares ey feelings in this matter.
It is my home that the HRC will decido en An early return to service of the first Three Mile Isisad unit and will eersuade tne Governer of Pennsylvania and the Pemasylvania P.U.C. toward the same end.
Sincerely
