This telegra:n is to confirm the telecon between Lee Spessard (Region I-NRC),
and J.J. Colitz-(Unit il Superintendent) at 1400. hours.15 August 1975.
Violation of the Envirer.nental Technical Specification 2.1.a.(1) in that the Plant River k!ater l'ischargw temperature exceeded the limit of 30F below-inlet temper sture on Ngust 3,1975.

Review of control room recorder < harts indicated that on August 3,1975 during the time period of 2325 to 2355 the river offluent temperature was as-much as S.SoF. less than the river water ' inlet temperature.
The river water ambient tsoperature was aporoximately 910F at the time and the operator was maintaining the AT at approximately -20F to operate within the -30F AT limit. When the operator shifted fans a sudden fncrease in cooling capacity preeptly reduced the AT to -5.50F.
The operator responded by shifting the fans back to the original configuration to restore the AT to within limits.in 30 minutes.
The applicable procedures will be reviewed to deternrine if additional guidance is required tc-prevent recccurrence in the future.
