Appendix A NOTICE OF VIOLATION Co==onwealth Edison Docket No. 50-254 Co=pany Docket No. 50-265 Based on the inspection conducted on October 7.-6 and 13,1978, it appear.= that certain of your activities were in nonco=pliance with NRC tequire=ents, as noted below. The ite= is a deficiency.

Technical Specification Section 6.2.A.4 requires that detailed station e=ergency and abnor=al procedures be prepared, approved, and adhered to.

At the ti=e of the inspection, the inspector noted the following procedures were not being adhered to:

QEP-310-2, " Operation During Earthquake Conditions," states a.

in Section D that the seis=ic recorder is to be checked daily for proper operation.

Contrary to the above, on the date of the inspection, the license stated that the seis=ic recorder is checked quarterly, b.

QEP-500-2, "First Aid and Deconta=ination Facilities," indi-cates in Section F the locations of first aid kits and e=ergency respiratory equip =ent.

Contrary to the above, on the date of the inspection, no first aid kit was located at the 1/2 diesel generator roo= and no respiratory equip =ent was located at the Unit 1 reactor building change area, QEP-500-72, " Environs Sa=pling Supplies," indicates types and c.

quantities of e=ergency equip =ent stored in the GSEP lockers.

Section 18 of this procedure states that two high volu=e air sa ples and tripods are located in these lockers.

Contrary to the above, on the date of the inspection, tripods were not located in the GSEP lockers.
